General Purpose
Evaluate the performances of Jamaica's National Plant Protection Organisations, its Food Safety Management Control Systems, and the Animal Health Control Systems and identify strategic priorities for the future.
Specific Objectives
  • Evaluate the performance of Jamaica's food safety management control system, plant health services and animal health control systems against the baseline results established from previous PVS assessments.
  • Identify strengths and gaps within the existing framework and develop strategies for improvement.
  • Examine the capacity of the National Plant Protection Organisations (NPPOs) in relation to implementation of International Standards Phytosanitary Measures (ISPMs) and application of the Sanitary ad Phytosanitary Measures (SPS) as set out in the IPPC and WTO-SPS Agreement respectively.
  • Use the results of the evaluation to make recommendations that will enhance the effectiveness of the system and support strategic planning at the national level associated with the design and implementation of the Food Safety, National Plant Health and Animal Health Programmes.
  • Identify emerging plant health, animal health and food safety issues impacting on public health and trade.
  • Provide a mechanism for continued monitoring of progress over time against performance indicators.
Expected Results
  • The Agricultural Competitveness Programme (ACP) project of the Ministry of Industry, Commerce, Agriculture and Fisheries is able to assess the performance of the National Food Safety, Plant Health and Animal Health control systems and receive recommendations for future interventions.
