Ms.  Jean Lowry
IICA Representative

Ms. Jean Lowry was appointed IICA Representative to Barbados effective September 10, 2012. She is a Canadian national and holds an M.Sc. in Resources and Environment from the University of Calgary. She has over 30 years of experience, working for the first 15 years in Canada as a technical specialist in environmental impact assessment and communications.  In the 1990s she focused on rural development,  cleaner production, capacity building, and organizational development  while living in Indonesia and the Philippines. In more recent years she lived in Guyana for 6 years managing rural development, agriculture and capacity building projects and has designed and managed large donor funded projects in the Caribbean and Africa. Consequently, she has a solid understanding of the complex issues of rural and economic development and food security and the solutions that can be found in building capacity and forming alliances among local stakeholders. She also knows how to translate those solutions into practical action.
 
Ms. Lowry has a strong track record for managing complex, multi-million dollar projects in a range of contexts, including challenging field situations.  She has successfully demonstrated her ability to design and write successful proposals, and to expand and diversify programming, partners and funding sources. Most recently she led a small team in the design and writing of the $20M CIDA funded PROPEL project which links farmers to markets in the Caribbean. The PROPEL project design represents the culmination of 9 years of work experience in the Caribbean creating horizontal and vertical linkages, establishing farming clusters and gathering information on challenges and solutions for producers and other stakeholders while establishing close links to those stakeholders. As a result she has an extensive network of contacts in the Caribbean that includes farmer's organizations, donors, the private sector and those engaged in agriculture and agri-businesses.
