Ministerial Agreements 

 

The Hemispheric Ministerial Agreements (HMAs) on Agriculture and Rural Life are decisions on strategic aspects of agriculture and rural life in the Americas that the Ministers take by consensus.

The formation of the Agreements start within the Member States through a Ministerial Process  which includes national consultations to generate proposals to be shared with the other Member States.

Based on these national proposals, the Member States enter into a dialogue by the Ministerial Delegates of 34 countries, to negotiate and reach hemispheric consensus on the draft text of each strategic action and measures of implementation and follow-up  included in the agreements.

The political strength of the HMAs was reaffirmed when the Member States were adopted as official documents of the Process.

The Heads of State and Government take them into consideration when drawing up their declarations and action plans, as has been recently the case of the Declaration of Port of Spain.
