The update of the AGRO Plan for the 2010-2011 bienium was held on 2009 with the application of a similar methodology as the one used two years back. The dialogue was held taking into account, as a reference framework, the Declaration of Commitment of Port of Spain and the “Basic Document” for the Hemispheric Dialogue 2009 prepared by the Secretariat.

 

After two days of deliberations, the Ministerial Delegates adopted 15 additional strategic actions of the Hemispheric Agenda 2010-2011 and 6 measures for its implementation and follow-up such as the mandate to IICA to facilitate forums for dialogue, mechanism of implementation of the AGRO Plan in the Member States and the future update of the AGRO 2003 – 2015 Plan for the 2012 – 2013 bienium.

During the two-days of sessions, the Delegates discussed and built consensus on the Hemispheric Ministerial Agreement Guatemala 2007, using as their reference point the “Basic Document for the 2007 Hemispheric Dialogue”, prepared by the Secretariat.

 

The Forum of Delegates discussion was based on the “Basic Document”. The outcome of the dialogue was the 11 strategic actions in the 2008-2009 Hemispheric Agenda and the 6 measures for its implementation and follow-up included in the Agreement.

The 2005 GRICA began the activities leading up to the Third Ministerial Meeting by preparing and sharing the National Report on Progress and Challenges encountered on the implementation of the Hemispheric Ministerial Agreement Panama 2003.

 

The reports were a fundamental input for updating the AGRO 2003-2015 Plan for application in 2006-2007.

 

The outcome of the complementary strategic actions for the updating of the AGRO Plan was in the Hemispheric Ministerial Agreement Guayaquil 2005.

Following up on the commitments expressed in the Declaration of Bavaro, and in preparation for the Special Summit of the Americas (Monterrey 2004), the Ministerial Delegates began, in 2003, the process of reaching hemispheric consensus through a participatory process to culminate with the Second Ministerial Meeting.

 

In this forum, the Ministerial Delegates outlined a Shared Vision for Agriculture and Rural Life in 2015 and defined objectives and strategic actions that would serve as the basis for the first biennial hemispheric agenda of the AGRO 2003-2015 Plan.

 

Immediately following the III Summit of the Americas (Quebec 2001), the Ministerial Delegates, representing the Ministers of Agriculture of the hemisphere reached agreement on the Ministerial Declaration of Bavaro adopted at the First Ministerial Meeting "Agriculture and Rural Life in the Americas".

 

In drafting the Ministerial Declaration, the Ministerial Delegates drew primarily on the results of a national consultation held in 2001 with the Leaders of Agriculture and rural communities regarding critical issues facing agriculture and rural life in the Americas.
