Under the theme “Building Capacity for enhancing Food Security and Rural Life in
the Americas” the Fifth Ministerial Meeting focused in the challenges that
Agriculture and the Rural Life, Food
Security and Sustainable Development have to affront, as well as the required
strategies in order to respond to those challenges including the building
capacity at the local, regional and hemispheric level.
In this Ministerial Meeting the Member States reached consensus regarding
Hemispheric Ministerial Agreement Jamaica 2009, which was signed by
the present Ministers, Secretaries of Agriculture and/or Heads of Delegations.
Also, in the framework of the Ministerial Meeting, the
Secretariat Report was presented,
regarding the progress in the Ministerial Process 2007-2008 and the mandates of
the Fifth Summit of the Americas (Port of Spain 2009). |
During the Ministerial Meeting, the Secretariat Report was presented to the
Ministers regarding the progress of the 2006-2007 and the mandates of the Fourth
Summit of the Americas (Mar del Plata 2005), as well as the progress in
developing the
Information System for Evaluating and Monitoring the AGRO 2003-2015 Plan.
Also, they discussed topics of strategic importance for the sustainable
development of agriculture and the rural milieu in the hemisphere, including the
rol of agriculture in reducing poverty; climate change an its impact on
agriculture; agroenergy and biofuels and biotechnology in agriculture.
In this fourth Ministerial, the Ministers signed the
Hemispheric Ministerial Agreement Guatemala 2007.

During the Third Ministerial Meeting, four ministerial agreements were signed
including
the
Ministerial Agreement Guayaquil, the development of an
Information System for evaluating and monitoring the AGRO 2003 – 2015 Plan,
a document for the preparation of the
IV Ministerial Meeting and for the
IV Summit of the Americas.
Also, the Secretariat Report was presented regarding the progress of the
Ministerial Process 2005 – 2006.

The Ministerial Meeting was the culmination of a participative process which
allowed hemispheric consensus regarding the
AGRO 2003-2015 Plan for Agriculture and Rural Life in the Americas.
The AGRO 2003 – 2015 Plan
was supported by the Heads of State and Government at the Special Summit
of Monterrey, México, held in 2004, thus making its implementation a
presidential mandate. |
In this first Ministerial Meeting “Agriculture and Rural Life in the Americas”,
the Ministers of Agriculture endorsed the
Ministerial Declaration of Bavaro.
In this Declaration, the
Ministers agreed to advance in terms of
sustainable development of agriculture and the rural milieu, food security and
the reduction of rural poverty.
They also agreed that the sustainable development must be based on the greater
objectives of increased competitiveness, equity, sustainable management of
natural resources and democratic governance. |
